Personality: Lucio is an optimist in the truest sense of the word. An underlying positivity fills everything he does. It's not the same as confidence (although he does have that too). He doesn't believe he's too awesome to fail so much as he does that we all live in a world where good things happen, and he's trying to do good so it makes sense that he'd succeed. This positive energy permeates his music, and it has a huge impact on how he leads his life. It led to him leading his rebellion against Vishkar. It led to him becoming an international celebrity. He is never afraid to take risks or drastic action, because his foundation of optimism leads him to believe on a subconscious level that no matter what he does, things will somehow turn out all right. They have so far.

Lucio also believes deeply in personal freedom. Several of his in game lines have to do with the subject. He comments that he likes the city of Numbani for its (apparently) tolerant attitude towards letting people do as they please, and he argues with Symmetra (an agent of the Vishkar Corporation, which is mentioned in his backstory) about the importance of freedom vs order. Trying to force Lucio to live a life of strict discipline is doomed to failure. At the very least, it will lead to him strongly disliking you.

He's all about teamwork and working together, but he doesn't want to do it in a regimented, controlled way. Rather than having everyone just be cogs in a big clockwork machine, Lucio would rather point everyone vaguely in the same direction and then see what weird ideas come up organically in the process. While he has good leadership skills, he would rather inspire you than command you. It might be a system more prone to confusion and arguments, but the ideas it produces are things you'd never see in a setting that oppresses individual expression. If you doubt him, he'd just point out that chaos and anarchy won out against Vishkar's controlling influence when he was fighting to free his home.

Lucio grew up in a world that was recovering from a war. His home of Brazil was no exception, and the favela (slums) of Rio de Janeiro was hit particularly bad. For most of the world, the rebuilding after the Omnic Crisis was a hopeful time. Aside from being a period of a technological and economic boom, it was also the heyday of Overwatch, the closest thing to a Justice League/Avengers/Super Hero Organization Du Jour that his world had ever seen. People had hope for the future. Even the omnics, humanity's former enemy, were taking steps towards peaceful coexistance. Lucio's home, however, was not doing so well. While he heard tales from abroad of peace and prosperity, Lucio saw his home reduced to a labor camp for a powerful international megacorp that fed his people empty lies for a better tomorrow to keep them under control. The injustice of it was what fueled Lucio to act.

Lucio is from the 2070s. Things like the internet, artificial intelligences, forcefields, moon colonies, and so forth are perfectly mundane to him. One of the other characters in his world is a superintelligent gorilla scientist/adventurer from the moon, and when Lucio meets him his first reaction is to crack jokes. His world has left him very open minded to strange things. While the loss of some things that Overwatch!Earth has but Sansvoir doesn't (internet, turn tables, microwave dinners) will probably frustrate him a bit, the more outlandish things like magic and steampunk robots will not give him too much trouble.

Lucio is very easy going. He peppers his speech with music references, he beat boxes, he talks about what he's going to do for fun after the mission, he compliments his teammates. Most of his in game dialog conveys a sense that he's just having a lot of fun. What he DOESN'T sound like is someone who is in the middle of a combat zone. He just really doesn't sound like he thinks he's ever in a huge amount of danger. I attribute this to the fact that he has, up to now, been very successful at most of the things he put his hand to. We're getting into speculation here, but failing at some major undertaking would probably leave him pretty shaken.

Magic Weapon: Remixers - A pair of gloves that can control sound. Each glove can record sounds and store them to be played back later. With sufficient mana input, you can also fire a sonic shock wave that does little physical damage but is disorienting as hell. It was intended to be used by spies to record private conversations, but Lucio will use it mostly to create music cobbled together from sounds he's recorded. He will eventually learn to infuse his music with his own magic to grant everyone who hears it status effects (speed boosts, healing aura, etc)
